I would taxi ( ask for a van) or the the Airlink bus
I love walking tours so that would be my choice. We also enjoys the HOHO bus in Dublin though
We did the walking tour that leaves from Trinity College and it was great -- helped by the fact that the weather was sunny. However, it ran much longer than announced. I think it was supposed to be 1.5 hours. Approaching the 3-hour point we told our guide we had to leave because we were catching a plane a bit later.
Sean we took the airlink bus from Dub into town center (near Temple Bar district) and it ws 7 bucks one way. We had an early flight so we took a taxis back to the airport and it was around 35 dollars. The bus took like 45-50 minutes in none rush hour, the cab took 20 minutes, no stops dropped us at the gate. We did not do a walking site seeing tour but did do a walking musical pubcrawl and it was pretty cool. From other trips in other cities I prefer the walking guide tours to the bus tours. I like a tour of some sort the first day then play it by ear from there, you may want to the bus tour once you see what is going on. We did the hoponhop bus and it was handy, comfortable, not extremely informative though. The bus prices get better if you lump the tickets together...give the bus web site a look and then see if the airlink bus goes close to your house, it probably does.
Question one: Effectively there is no Uber in Ireland (at least not as we view it in the U.S.) In my opinion, it’s a non-option anywhere, anytime. Taxi? Sure, as with all forms of transportation at major int’l airports...the signage is excellent. Go to where the Taxi’s are and pay 20-30 Euros (Cheaper of course with a group of 6 when split) to take you where you want to go. While taxi’s were perfectly fine for my wife and I, we decided what the heck, let’s try the airporter coach systems. Best decision we made. A handful of Euros and you are in Dublin. The coaches are modern, clean and again signage is great. Attendants are available curbside to answer any questions. Full of folks just going from the Airport to Dublin. With a group of 6 it’s a fun option. Our Aircoach bus let us off a block or two from St. Stephens green
Question two: We did the historical tour w/Tommy. Excellent. We also did the hop on hop off. All companies I think are essentially the same. We took the red (?) bus. It was great. Your question is dependent on what you find fun or interesting. The historical tour is just that. It’ll give you a slower more direct approach to the history of Dublin (The Book of Kells, Trinity College Temple Bar, etc). You won’t cover nearly as much ground (I assume it’s a walking tour). I would do both in Dublin. Dublin is a great walking city. St. Stephens Green acts as a gateway to a high end shopping and dining area.

I just got back from Ireland a week ago and the minute you leave the airport there are taxis and buses lined up and waiting for you. I feel like you will easily find what suits your needs.
Dublin does Uber, but here's the odd part: in Ireland you have to be a taxi in order to be part of Uber. So, if you want to pay ahead of time with a card and know exactly when you are being picked up Uber. Otherwise, it was always really easy to hail a taxi. They are everywhere in Dublin!
FYI: Uber isn't anywhere else in Ireland.
