I will be flying Icelandair to Reykjavik in September. Is Keflavik Airport efficient processing arrivals through Customs and handling luggage? For departure is Keflavik efficient processing through check in with luggage and security?
I have flown through this airport several times and gone through Immigration/Customs and security there once. Each of these experiences were done with little waiting and a high degree of efficiency.
Yes and yes. Our last trip was in September, and no problems at all.

With the state of travel globally, I wouldn't count on anything being quick for the near future. Last August, we arrived in KEF and the line to get through customs snaked around the entire airport, all the way out into the waiting area when you just get in to the main doors off the plane. If I recall, it took almost 2 hours to get through the line. On the way out of KEF, we were first in line to check our bag (have priority with airline), but others were complaining of a long wait. I'd give yourself at least 2 hours or more on the way back, if you are checking bags.
Travel is definitely having issues.
Guess will just need to be prepared for the worse and hope it will improve
