Am I able to shop at duty free when arriving at KEF? RS say to shop there for liquor but it seems it’s only for departures.

Yes, you can shop there upon arrival. Many people pick up alcohol there since it its significantly more expensive in the liquor stores.

Just prior to baggage claim at KEF, as you come down the escalators, there is a large duty free shop.
