We plan to arrive in Budapest a few days prior to our river cruise departure however I notice it will be a weekend. I am wondering if this will be problematic with having access to the sites? Thank you in advance.
You should have no problem at all. Budapest has something like 250 museums, so there's always something for everyone.

If you’re lucky you might be there the weekend of the Museum Festival on the grounds of the National Museum, near Kalvin ter metro station—usually the 3rd weekend. Plenty to do outdoors and there’s always something going on, several websites devoted to special events.
The weekends are good. Its Monday when a lot is closed. Outside of the Jewish sites that are closed for the Sabath (sunset Friday until sunset Saturday) most everything should be open.

We arrived in Budapest last on Friday, May 17, last year. From having been watching the weather prior to that, I think this was the first nice, warm Friday of the year. We were staying a couple of blocks from the Opera stop on the metro, and the noise from the street that night was horrific and it went on until at least 2 a.m. I recommend choosing a lodging that is not in an area with lots of outdoor restaurants/bars.

Do keep in mind that most of the hotels in the center of town are converted old apartment blocks. Almost every apartment block has a courtyard. So, there are two types of rooms, street facing and courtyard facing. If noise bothers you, then the courtyard facing room may suit you better.
