Should I make train reservations from Rome to Florence prior to leaving the states? We will be flying from Bucharest, Romania to Rome, Italy, but need to take a train to Florence, Italy when we arrive at the Rome airport.

You can book it in advance to save money but if the flight Bucharest to Rome is delayed then you stand of chance of losing.
So if you book it you should:
either buy the ticket with the most flexibility to allow a change or refund,
or
gamble and buy the ticket for the train leaving Rome to Florence 3 hours or more later after your flight from Bucharest arrives in Rome.
We once took a train on the second Saturday in October, in the morning. It was packed with people and suitcases. We had a reservation.
The only advantage of pre-booking trains in Italy is that you might be able to get a bargain rate. However, if you have a bargain ticket and you miss that train (for instance, if your plane from Bucharest is delayed), you don't get reimbursed for your train ticket - just have to buy a new one.
Full fare for the cheapest class of service on the fast train equals about $50 per person, available to buy on the spot if those cars are not sold out. The fast trains run regularly and require everyone to have a seat assignment, included when you buy the ticket (though the connecting train from the airport into Rome does not).
