Its not easy, but not impossible either. I am really not a good source. My little business does not require me to be a resident. Still, I spent time in the tax office today trying to resolve registration issues. If it were not for local assistance it would have been a nightmare. I looked into residency a few years back. It was complicated. You have two issues, Hungarian and EU to contend with. The son of a business associate of mine moved here last year and started an export company; so it can be done. I would suggest a good Hungarian lawyer for this sort of thing. You will find that the embassy folks probably wont be the most helpful. If it were me, I would start with these folks: http://flplaw.hu/en Immigration is not their specialty but if they didnt want to do it, they would recommend someone. I use them for other things and trust them.

What the list doesnt explain is the bureaucracy a person will have to deal with. I cant imagine doing it without someone like HELPERS. I just spent two mornings in government offices and my local manager probably hours on the phone and behind a computer trying to straighten out my presence on the new time saving, efficient government tax and reporting internet portal. Naturally I had to appear in person because of their computer issues. What's 5,000 miles to drop into the tax office. To be fair, they were wonderful. All told 4 clerks contributed to fixing the mess. All polite and understanding.

in case you don't have Hungarian heritage, you need at least 8 years of continuous residency in Hungary before you can apply for citizenship. Here are the current Hungarian citizenship procedures. As James noticed, learning Hungarian is among the prerequisites.
