Extra time in Budapest or earlier arrival in Montenegro?

We are planning a mid-June trip and would really appreciate some perspective from those familiar with Budapest and Montenegro. It is really really short, but really want to see these places.

Our current plan has us arriving from Vienna to Budapest (via train) around 10:00 AM, giving us a full afternoon and evening to explore (Buda Castle / Fisherman’s Bastion in daylight, Parliament and Danube area at dusk and night). The following day, we would have the morning and early afternoon available before flying onward to Montenegro.

This leads to the decision we are trying to make:

Option A:
Use the second half day in Budapest for a slower pace, additional architectural sights, interiors, relaxed walking and photography, and then fly to Montenegro later in the day, arriving fairly late. Flight from BUD to TGD [6:45 PM - 9:25]

Option B:
Focus on one well-planned, full day in Budapest covering the main architectural highlights and night views, then fly out mid-afternoon the next day, allowing us to reach the Kotor/Perast area by early evening and experience the Bay of Kotor in daylight and dusk. Flight from BUD to TIV [3:15 PM - 6:00 PM]

Our interests are photogenic architecture, historic old towns, scenic landscapes, and the ability to see places in good light (daylight vs dusk/night). We enjoy walking and photography, but are also mindful of travel logistics and arrival times.

I know it is just 3 hours, but for my short visit, it would give much impact. Would you personally prioritize a slower Budapest experience, or an earlier arrival in Montenegro to enjoy the scenery and atmosphere there?

Day-1: Reaching TGD at 9:25 PM or reaching TIV at 6:00 PM.
Day-2: Montenegro
Day-3: Flying out from TGD at 2:45 PM to Vienna.

I'm sorry, but I think this is not a good plan. Budapest is full of architectural eye-candy as well as many other sightseeing delights. Montenegro is scenically lovely. I know why you want to see them both, but I think you're pushing way too hard. After all, the fjords in Norway are great, too, but you're not going to Norway on this trip (apparently). Drop Montenegro this time around; you don't have enough time for a decent visit there, and attempting to squeeze it in is giving you far too little time in wonderful Budapest.

Keep in mind that there are occasional problems with flights. Schedules may change; disruptions may occur. That short detour to Montenegro might not work out as scheduled.

You have about six days and the dates are not flexible enough to get you on direct flights. I'm not going to say its a bad idea because everyone enjoys what they enjoy. But its beyond my comprehension to be able to make suggestions other than 1] stay in Budapest or 2] just visit Montenegro. Even then the time is so short, especially for a trip to Montenegro that i would say hire all the planning help you can so you get the most out of it. In Budapest, I and a few others here could do something similar.

Please do post your final plan. I will wait with great curiosity.

I completely agree that the time is short - no debate there :-)
This actually started as a quick layover idea, and over time (and after seeing too many tempting photos), we stretched it slightly based on the vacation days we have available. For broader context, the overall trip framework looks like this:

Day-0: Arrive late evening in Vienna or Budapest

Day-1:

Day-2:

Day-3:

Day-4:

Day-5: Fly out to the US by a midday flight

We are intentionally keeping the days flexible so we can shape them around light, pacing, and logistics rather than locking in a rigid checklist. We enjoy walking. moving and photography more than museums or box-ticking

In past trips, places that stood out most for us were alpine scenery, historic towns, lakes, and coastal settings like Hallstatt, Salzburg, the Swiss Alps/Lauterbrunnen region, Paris, and Venice, so we are not trying to replicate those experiences. That is why we are weighing whether a compact taste of Montenegro’s scenery (especially arriving in daylight) adds more value for us than simply slowing down further in Budapest. Other options I also checked Croatia (may need more time, as it is a longs stretched country) and Slovenia (very beautiful) too.

I appreciate the candid feedback here.
