I don't know the best, I've only hired a handful over 20 years. Generally a tour guide isn't essential unless you have a subject you want to dive deep into. Jewish Budapest for instance, and in that case first I would consider someone through the Synagogue. Or wine, for that I know an excellent guide. Otherwise the DK Eyewitness Budapest Top 10 book, good shoes and a travel card.
