We are landing in Budapest at 4:30 PM on a Tuesday in June. What is the best way (no car) to travel to Eger? Our hotel wants to know what time we will be arriving. We both have Global Entry, so what would be a good estimate?

The train. I would take a taxi from the airport to the station just to make it easier. Cost you about $30. I would not take a train that leaves before 7:00pm

I visited Eger as part of a Rick Steves tour in 2022: It's a delightful town.

If you get to the station earlier have a coffee and something sweet. Look around, take a walk outside. Interesting station. Go down to the station under for food and drinks.

Download the MAV app as you can store your tickets and show your tickets using the app.
Buy your tickets a few weeks prior to be sure you get a good price, and don't forget to pay for a seat reservation. If by chance you are over 65 be sure to enter that in when buying the ticket .... cause it's maybe free plus a few euro for the seat.
At the airport go out the arrivals hall to the sidewalk. The taxi kiosk is on your left. Tell the clerk Keleti Station. Should take about 30 min.
Fyi, Global Entry will help you for departure from your home airport (through its TSA Precheck element) and upon your return to the United States, but it won't do anything to facilitate / make faster your entry into Hungary at the Budapest airport.

Speaking of Texas, I am from Houston, Marshall, Bandera, Bryan, College Station, Lubbock, Corpus Christi, Harlingen, Midlothian and finally San Antonio.
I am assuming that after Eger you will spend some time in Budapest. If so, then when you arrive back in Keleti go to the front-center and down the stairs or escalator and on your right about 50 feet up is the BKK office where you can buy a travel pass for your stay. Unless you are over 65, then its all free. Near the office are the metro lines to take you to your accommodations.
To Kim's point, there are no direct US flights, so you are changing someplace ..... probably in Schengen, and that's where immigration checks you, and Global Entry won't help at all. In Budapest, watch the signs to the exit and baggage claim closely so you don't make a wrong turn, and if you don't have checked luggage, you will be in a taxi in 10 or 15 minutes.
