Bring a rain jacket to Budapest in summer

Neither. If it does rain, every market will pull out umbrellas for sale. Then you buy one.

Every Spar Grocery, Rossman, DM, and ABC will pull them out on rain days. It rained a lot last week but only sporadically, which is sort of the norm. Long thunder booming rains are rare. I gave away my umbrella a year ago and have survived. Use the space and weight for something more useful and laugh and enjoy the experience if you do get wet once.

I've never been rained on in Budapest until last September. The ONE TIME I bring an umbrella to Budapest: torrential, historic rain. So much that it made the trams stop!

I think you'll be fine and as others have said, you can always buy one. ;)
