We are taking a river cruise and will end up in Budapest where we will spend a few extra days on our own. We
will then head to Paris for a week. What's the best airlines to use to get there - Air France?

There is also Transavia with a nonstop to Orly for a lot less money than Air France. Don't know about their baggage fees.

My son recently made that trip on Air France. I would suggest you go to some place like Orbitz and look for the best deal. FYI, round trip tickets are often less expensive than one way tickets.
