Updated Tentative Itinerary Feb-early April

I'm starting a new topic as we've done some more research and changed our minds based on some updated information, primarily availability of flights to Croatia.

As I said before, we have some things set in stone: Fly into Athens Feb. 17 and fly out of Zagreb April 9 (fantastic deal on flights).
We are also definitely starting the trip with a week in Athens as that gives us a cushion for flight delays which are not unusual leaving the East Coast of the US in February.

We've decided to drop the idea of spending much time in Croatia, it was too complicated and felt too rushed, we will save it for another trip. But our flight on April 9 cannot be changed.

Our new plan:
Athens: 6 nights
Fly to either Crete for about 11 nights or Rhodes for about 7 nights
Fly back to Athens and pick up a car for a road trip of about 3 weeks (definitely the Peloponnese and Thessaloniki being aware the car may limit our lodging choices) We are planning on taking it slow and staying multiple nights in places, this will be a relaxed trip.
Return the car to Athens and fly to the island we didn't go to at the start of the trip (so Crete or Rhodes). This will be partly over Easter weekend (not Greek Orthodox Easter)
We need to fly to Zagreb on April 6 and can book a flight from either island, have a couple of hours layover at the airport and fly onto Zagreb.

My new questions have to do with Crete and Rhodes. To start, we want to travel during low/shoulder season and don't mind that the weather is often not as great and some tourist spots may have limited hours. We're happy to find somewhere to sit and linger over food, coffee, drinks if the weather is bad. And we want to see an island, see the mainland and end our trip in a nice spot on the "other" island. Which one is better in late February to early March? Which one might be less crowded over Easter weekend (April 3-5)?

These are the options:
Crete first we'd arrive Feb 23 and depart March 6, mainland road trip for about 3 weeks, then Rhodes arriving March 30, departing April 6
Rhodes first we arrive Feb 23 and depart March 2, mainland road trip for about 3 weeks, then Crete arriving March 26, departing April 6

We’re not firm on the amount of time on Crete and Rhodes, they’re based on some research I’ve done and we might change the length of one or both based on new research & information.

I really appreciate the time people take to make suggestions, especially knowing that while I might not follow all of them there's a good chance someone else with learn something useful.

Which one might be less crowded over Easter weekend (April 3-5)?

In Greece, it's Orthodox Easter that's celebrated, and that will be the following weekend, starting April 11th. So, nothing special is planned for April 3-5.

It's been too long (over 30 years) since I've been to Crete to honestly compare it with Rhodes, but I was in Rhodes this year. It was a four-day stopover before heading to other islands, and I didn't really like it. Too urbanized; it's far too big for me to feel like I'm on an island. Not my cup of tea. I don't remember Crete giving me that feeling.

Staying three weeks in Rhodes seems far too long to me. You could take the opportunity to visit another Dodecanese islands , Kos and Kalymnos are nearby.

However, I did recently leave a message here with some places to see in Rhodes (apart from the touristy "must-sees," which I generally avoid).

To clarify, the 3 week road trip is on the mainland. I've edited my post to be more clear, thanks!

And the Easter concern isn’t about when it’s celebrated in Greece. It’s the possibility of visitors from other countries coming for a long weekend break, schools often have holidays around then. So I was wondering if that impacts either island. We travel off & shoulder season in an attempt to avoid crowds, not always successfully!

You don't have to worry about Easter; very few people go to Greece in March and April. It's the low season, the beaches (one of Greece's main attractions) are deserted, most establishments only open from mid-April, and seasonal flights from European cities don't start until late April at the earliest.

Want my opinion? Optimize! Why put the Peloponnese in the middle?

If you start with Crete, then take a direct flight to Rhodes (Aegean has flights HER-RHO for under €60 with checked baggage), then a flight from Rhodes to Athens, and finish with the Peloponnese/Thessaloniki

Same if you start with Rhodes: take a flight from Rhodes to Heraklion.

This will save you a few trips to and from Athens airport.

My original thought was Crete after Athens because the weather on Crete sounded like the best, being the furthest south (according to my research). And we had Rhodes last because it seemed like a relaxing way to end the trip, staying in one place and relaxing. I did see you can fly between the 2 islands and it's definitely worth considering.

I still like the "end on a Greek island the first weekend of April" idea, so we will think about doing the road trip first

This was a suggestion, since you seem to be taking your travel expenses into account.

With this suggestion, you would take 3 domestic flights instead of 4 and save quite a bit of time and transfer costs.

This is an objective fact, however, nobody knows what the weather will be like in any given place in March and April 2026.

As for whether one place is more relaxing than another, that's also very subjective and, in my opinion, no more predictable than the weather forecast.
