Check the U.S. State Department's travel advisory website for any warnings. In Athens have her stick close to the group no matter how tempting it might be to strike off on her own. Young teen girls are going to attract the attention of men no matter where they are but the islands are normally not a danger, just as long as she doesn't do something foolish like trying to act older and going into bars, which is easy for them to do.
