Assuming you are heading for somewhere like Monastiraki the time of the two bus options are pretty similar.
a) a direct bus to Athens will take about an hour, depending on traffic. It will drop you at Aeros Park and you'll then need to walk five minutes to Victoria metro station. You are then around ten minutes on the metro. The bus costs €5 plus the metro ticket of just over one.
b) the bus from Rafina to the airport takes about 40 minutes. You then have a 40 minute metro ride.
The cost is higher - €5 for the bus and €7 for the metro.
The advantage of the second is that you are less likely to get caught in traffic coming into the centre. If it were me though I would always do the first.

PS I've not done a taxi on this route but would guess in the region of €60 euros. You can probably find transfer companies on the web who will give you a quote.
I believe my best option (cost & time) would be selection A to take the bus from Rafina to Aeros Park then the Metro to Monistiraki Square.
Are buses marked at Rafina for Athens (Aeros Park)?
The next issue is what direction to go to get to Victoria.
I believe the Metro Line from Victoria would be the "Green" line and a very short ride to Monistraki Square.
Looks like Selection A is the way to go!
Tommyk5, do a google street map search for "Pedion Areos Park Athens" then zoom in and you'll see Victoria Station to the left a couple of blocks away from Mavromateon Street where the bus stop is located.

Got it! I think I can make it to Aeros Park and the bus stop, however no one ever tells you what stop you are at so I'll have to guess when to get off or . . . ask the bus driver to let me know when to get off for Aeros Park.
I could be mistaken but I think it might be the end of the line for that Rafina bus. At any rate, you shouldn't have any problem identifying the stop because there will be lots of buses there.

Lee is right. Aeros Park is the end of the line, so no problem with where to get off.
You're right that if you're heading for Monastiraki you're on the Green line. Going into town you want to cross the road and go down onto the platform from the square.
