(ii) Good nightlife in beaches or islands(maximum 2 days) (iii)Romantic cities (iv) Can cover city by walk or by scooter or by cycle so that I can save money on travel(v) I don't want mountains tour. (vi)Cheap but safe accommodation (vii) Maximum budget: 2800 euros (Excluding flights)(viii) Less or moderate crowd (ix)Any month but I want best with limited budget (x)one or two countryside-tour. (Xi) Don't want to leave too long in one city. (Xii) Any month in a year but tempreture not below 6 degree celcius. At last I want to know about weather I need to contact agent or not. First, you need to shorten your list much further. Cities or towns are destinations, not countries. You have 9 countries listed for 15 days. It takes about 1/2 a day to pack up and move to another city, so after backing out transportation time you'll have literally about one day in each place.

Research what each city has to offer. I suggest you aim to spend a minimum of 2-3 nights in each city, which would mean shortening your list to 4 or 5 places. Then put them in a logical geographic order to visit. For example: Istanbul-Athens-Rome-Paris-Amsterdam might work. There are many other possibilities depending on your interests.

April, May, and October are the best times to visit southern Europe because the crowds are smaller and the weather is more moderate than in the summer. Northern Europe is more pleasant than southern Europe in the summer in terms of weather. Crowds in summer can be a problem in places such as Paris and Amsterdam. Winter months are drab in terms of weather, but hotels have greater availability and lower prices and crowds are small.

Most big European cities have good and affordable public transportation. You can get around Paris, for example, more cheaply and safely using the bus or metro than on a scooter or a bicycle.

A 2,800 euro budget means 186 per day for two people should be sufficient.

If 2800 Euros is for everything except your flights from/to India, the 186 euro per day is rather tight. If that is to cover the cost of hotel, meals, museums and other attractions and local travel and travel between your yet to be decided destination cities, you will be very limited in your choices , especially for hotels.

If what I speculate above is correct, I suggest you research your desired destinations and narrow yourself to a compact geographic area to minimize your transportation costs between cities/locales.

With just 12-15 days ( or is that nights?), you really need to narrow your travels to 4 destination cities. Otherwise all you will be doing is traveling from bus/train station to hotel and back again to get to the next destination.

It is unlikely you will get much response here with specific recommendations with the open ended task you have outlined.
