I've tried every browser on desktop and mobile too. I even used a VPN to see if that would help. It always starts to process it and then says it is unsuccessful. Has anyone had this problem? I have a number I can call but it looks like I'll just have to buy in person I guess.

Have you tried looking for a contact email on the site? They might be able to help.
Only a phone number for the main governmental organization and they weren't answering by the time I called - probably just already closed. I will call again. :) I just wondered if it was only me or if this was a common occurrence.

I expect it is what David mentions. The multi factor identification problem. Do they accept PayPal?
I had a similar issue multiple times when purchasing tickets for Spain sites in 2022. My credit card issuer (Capital One) said there was no problem on their end. I ended up trying my Chase credit card and it went through without an issue. Worth trying a credit card from another bank, if that is an option.
