Yes, but only if you have an ongoing boarding pass that will give you access to the secure departures retail area. You can buy a Cosmote SIM in the Germanos Store there.
I don't know if this would work if you don't have a boarding pass but I've read that you can ask the security guard stationed at the entrance to the departures area to fetch someone from the Germanos Store to assist you. "if you ask (the security guards there who check your boarding pass and passport) for the store , someone will come out and get you to assist:-) I know this sounds insane, but it's the way it is.. the store use to be in arrivals.."
