Traveling in Greece in September and going to do carry-on. We have the Rick Steves rolling carry-on from a few years ago. Does it still meet size restrictions?

I think so... but you don't say which flight you are taking. If going to Naxos, and maybe to Paros, you may have to check the bag anyway, because of the smaller planes (tur boprops) whch cannot accommodate bags in the overhead. But then they jst check them.
The size allowed for cabin baggage including wheels is 55cm X 40cm X 23cm (approximately 21" x 14" x 9") But the most important parameter for Sky Express and Olympic/Aegean domestic flights is the weight, as janet you clarified these are small turboprop planes of about 75 seats max.
Check the cabin baggage allowance, with Sky Express I believe it's 8kg max at no extra cost.

The airline will require you to check the bag if you are over their weight limit, so be mindful of that. We've seen them weigh the correct sized bags at the gate several times.
