Does the airport and/or train stations have wifi available, so I can email my cousin on my IPad when we arrive? We do not own a cell phone. We have a Tracfone, which will not work outside the US. Should I buy a phone when I get there? Does the airport or train stations sell them?

Assuming you are flying into Munich, Yes there is free wifi at the airport (I've used it many times):

There is also free wifi at the train station and many of the public areas in the city center provided by the city (look for M-WLAN hotspots):

If you are just needing to send emails you can make due with just an iPad and free wifi.
