Traveling to Germany in July & wondering weather wise at night is a dress & sweater suitable?
Germany's hot in the Summer, and you should just dress accordingly.
My wife has never worn a dress when she's been with me there--night or day. We just dress like we do when we're home.
We do dress a little different when traveling to Italy, however. Less shorts, especially if going into any churches.
Actually, it isn't always hot, and depending on the location, it can sometimes be surprisingly cool, especially in the Alps. But it varies considerably year to year and week to week. I would say prepare for a possibility of temperatures ranging from just below 10° C to 35° C, with a range of highs about 25° to 30° being most likely in the areas popular with tourists.
I haven't been to Germany in July, but I was there several times in late August, and it's been hot. But for summer in Germany (late Spring and early Fall), I bring a lightweight jacket AND a sweater. I could always wear both if needed; never have.
Sandals and socks if you really want to fit in.

I've seen everything from the 2006 world cup summer when I ran out of clothes to wear for the 30 C days we had one after the other. And I had trips when I layered up everything in my possession because it was raining and cold 20 days out of 21 ... On day 21 we did go to the open air swimming pool as the thermometer finally hit 20 C (same temp as the water) ... and had the pool pretty much to ourselves.

I was on the Germany, Austria , Switzerland tour last June/July and absolutely did not plan for cool weather and froze from the Rhine to Vienna. You need a packable rain jacket/windbreaker and probably a fleece vest. I took a cruise line from Backarach to Koblenz and froze because I didn't wear a vest and my rain jacket. I was also thinking hot weather, brought the recommended 3 pairs of pants. Wrong again, they were all easily washable but were all Capri length. I was thinking of Turkey but maybe it was my turkey thinking :( As others have said, "Layers, layers, layers." Happy Packing!
It could be cool or hot, sometimes it rains frequently during this time.
You should be prepared for anything. Or you update your stuff when you arrive.
Maybe if you have all the time blue sky, you should not be angry about the things that you do not needed.
Only in the videos there is always a blue sky and sun. ;-)

Most of my trips in Germany took place in July. It depends on where you are if you are going to encounter hot weather. Chances for cooler weather will be in the north but from Heidelberg southwards expect it to warmer to hot....normally. You can expect eastern Germany, say Dresden, will be hotter than Bonn, Köln, and Koblenz, and expect Munich to warm to hot.
