Both Germany and Czech Rep. are Schengen members, so there is no 'passport' control.

No. Just as for German citizens, Irish citizens or residents are not subject to any restrictions for travel between Germany and the Czech Republic - presently (!).

FYI yesterday (Wednesday) Germany put Prague on its list of risk areas due to the worsening COVID-19 situation. When entering Germany from Prague, Prague residents must present a negative COVID-19 test no older than 48 hours. Persons entering Germany, who have spent time in a risk area at any specific period within 14 days prior to entry, are subject to a mandatory Covid-19 test. Part of these announcements of new risk areas is to allow German citizens to cancel their planned trips (refund). As I understand it, Germans returning from a risk area are obligated to get tested and remain in quarantine until the test returns (generally within five days). A second test is recommended a week later. Other parts of France and the Island of Corsica, parts of Croatia including Dubrovnik, and the Switzerland cantons of Geneva and Vaud were also added as risk areas yesterday. I would keep very current of the news, and could not currently recommend a Prague to Germany trip.
