We are doing a Danube Viking cruise with friends. We disembark in passau. Our friends have a flight from Munich to Dublin. Is the best transportation from passau to Munich by train?
We are disembarking at passau. Our destination then is Luxembourg city. My plan is to also take train to Munich and then a flight to Luxembourg. Does that seem to be correct?

You don't say if you are spending time in Munich itself. If you and your friends plan on doing so, there is a direct train from Passau to Munich. Flights from Munich to either Dublin or Luxembourg City. You could also go by rail to Luxembourg with one or more changes, an all day affair which my missus would probably prefer (if only one change was involved).
If you are moving on to your respective destinations after you disembark then timing is all important. Trains from Passau to Munich Airport will involve at least one change. Depending on the time of departure, you can also get to Luxembourg by train with one change.

We are not staying in Munich, it is just a transportation hub, for the other destinations.
