It looks like best value train from Brussels to Cochem (on a weekday) costs 29E. If I book just the Brussels - Köln it is 19E. We are travelling with four people. Are there any regional or group type tickets from Köln to Cochem that would be cheaper than 10E per person or should we just book the whole fare for 29E?

Not from Cologne, but... You can get €19 tickets to Remagen instead. From there, use a VRM mini-group ticket to Cochem (€21.80 for all on regional trains only.) Only problem is you probably have to get off in Remagen to buy the VRM ticket. That's not a bad choice if you have something to see there, like the Peace Museum at the site of the former "Bridge at Remagen" of WW II fame. Maybe you can leave bags with the TI office in Remagen for a couple of hours.
