I think what they are saying is that you were schedued to take an S3 from Vienna Mitte-Landstraße at 11:43, arriving at Vienna Meidling Bahnhof at 11:55 to connect to RJ 642, leaving at 12:02, but now RJ 642 is leaving at 11:35 so you will have to take an earlier train (S3?) from Vienna Mitte-Landstraße to Vienna Meidling Bahnhof.

What kind of a ticket do you have? I assume your ticket specifies the 10:43 S3.
If it is an "open" ticket, valid just from point A to point B, it shouldn't matter.
If you are using a discounted, advance purchase ticket, valid only on a specific long distance train, I cannot tell you for sure, but in Germany, those tickets are train specific only for the long distance trains. Local trains used to get to or from the long distance trains are optional, even if they hadn't changed the schedule. You would be able to use any local trains to get to your long distance train in the morning. In this case it's not your fault they changed the schedule.

All you need to do is get from Wien Mitte to Wien Meidling before 11:30 or so. Your ticket already allows you to do that. Regional trains (like the S-Bahn) that connect you to your long-distance train are time-flexible. There are S-Bahn trains at 11:04, 11:02, and 11:13 which take 12-13 minutes to reach Wien Meidling. Take one of those.
