What is the most economical way to get from Munich to Budapest on September 23, 2017? Is it necessary to purchase tickets ahead of time? Any idea of price?

Go to www.bahn.com and see the train prices. The cheap prices are train specific and only changeable with a 19 EUR fee and any difference in price. The Flexpreis is the anytime, changeable ticket price, often 2 or 3 times the Saver prices.
You can also check airline prices at various sites.

The most convenient trains are the ÖBB Railjets leaving 9:30 - 11:30 - 13:30. Saver fare tickets for the 11:30 train are 79.90 today (today!).

If you don't mind paying full price, you can buy tickets anytime. If you want the discounted ticket, and can work with the restrictions Sam outlined, buy it as soon as you are sure of your plans, since the number of these tickets is limited, and when they sell out the price goes up. That's what sla019 meant by "today!"; tomorrow it could be more.
