We are planning to stay in Garmisch-Partenkirchen and then move onto Munich. Is it better to do castle tours from 1 or the other? Staying over Christmas season 2019. Thanks
GP is about 60 kms closer to Neuschwanstein vs Munich, so I would stay there and see the castle early in the day, then go to Munich after (about 1.5 hours by car).

If you want to do it from Garmisch-Partenkirchen, there are buses from the GaP Bahnhof to the Hohenschwangau bus stop near the castle ticket kiosk. One leaves GaP at 7:50, the next one at 9:40. The trip takes about 2 hours. You can buy a Bayern-Ticket on the bus and use it for the trip to Hohenschwangau at 9:40 and later for the trip to Munich.
Better yet, stay in Oberammergau (here is a very good place). It's a little prettier town and Hohenschwangau is only a little over an hour away.
However, in the winter, I think I would prefer the reliability of the train over any highway vehicle with possibly snowy roads. If you take the train from GaP to Munich, then you can do the round trip from Munich to Hohenschwangau, except for the 8 minute trip from the Füssen Bahnhof to Hohenschwangau, by train using a Bayern-Ticket. Then you wouldn't have to worry about luggage on the trip to the castles.
