We are concerned about making it back in time to get our luggage and train from Munich HBF to Vienna after visiting the Dachau memorial using public transportation. Are you aware whether taxis or Uber are available near the memorial site to get back faster? We want to be able to stay at Dachau as long as possible without rushing back.

A cab from Dachau to the center of Munich cannot be faster than public transport (bus/train connections take between 28 and 45 minutes), or at best only very slightly. But the price is many times higher (ca. €55). But, of course, you can pre book one, e.g. here
What time is your train from Munich to Vienna? From your other post, looks like you are staying at Hilton Munich City. Here would be my plan.
Get up early, pack up, have breakfast, check out, go to the Rosenheimer Platz S-Bahn station, which is right outside the front door to the right. There may even be a direct entrance inside the hotel. Buy a Group Zone M-1 Day ticket for 18.40 CHF. Take the next S-Bahn to Munich Hbf, all the west bound trains go there.
At Munich Hbf, go up to ground level and store luggage in lockers. Go back down to the S-Bahn station and take the next train to Dachau Bahnhof, then to bus to KZ-Gedenkstaette.
About 1 hour (or a little more) before your departure train to Munich, take the bus back to Dachau Bahnhof, They go every 10 minutes M-Sat, and every 20 minutes Sundays. Takes 11 minutes. At Dachau Bahnhof, take the next S-Bahn back to Munich Hbf, They go every 20 minutes and take about 25 minutes. Occasionally, you might luck out and hit a regional train that only takes about 12 minutes. At Munich Hbf, retrieve you luggage from the lockers and go to the track for your Vienna train.

We were thinking we would catch a train in the morning and try to be at Dachau right at opening so we could have a couple of hours there.
The Dachau memorial opens at 9 am.

Are you sure they still exist? The Munich Hbf. is a big construction site and many buildings (including the one where the lockers were) have been demolished.
