Trier - chilly of course and relatively quiet in terms of tourism, but museums etc. can be visited. A good time to get a look at how the locals live without worrying you'll end up in some international tourist's photo collection.

I've been to Trier in the winter. It hosts a large university, so between tourists in the summer and students the rest of the year, it has a pretty active vibe, even during the cooler months. I can't say I fell in love with the city, but it was pleasent enough for a few hours.
