12 to 15 Latin teachers want to visit Roman sites from Saalburg to Koln to Trier to Baden-Baden to Kempten and Fussin. We plan to start in Berlin and end in Munich.
Does anyone know of a company that would provide a driver/guide with a minibus? We are currently planning to use trains, but think a minibus would be far more convenient.
I don't know of an organized tour but if you design your route using resources like this website http://www.germany.travel/en/leisure-and-recreation/scenic-routes/german-limes-route.html you could hire a driver through a coach company to take you to these sites. You will need to be aware of driving time limitations but coach companies should be able to give you a quote once you've identified your route and the number of days you have to cover this route. We've designed our own tours with a hired coach driver for a larger group.
Here is one example of a company that supplies all types of busses for tours. The URL I've listed is for a 12-19 passenger bus https://www.agtbusvermietung.de/busflotte/klein-reisebus.
I've looked several more companies online. Some have an online form to fill out and others seem to ask you to call with a custom tour. Perhaps a German teacher at one of your schools could help with the online form or to make a phone call using skype. Tell them you want to follow the German Limes Route noting exceptions or alternative sites that your group wants to see.
Check out the Deutsche Limes-Straße (link is in German). I would also try to include Miltenberg, which has a plethora of ruins in the hills above the town, although they take a little hiking effort to reach.
I do excursions like that often with our students. Besides local companies, I search for busses at https://www.bus-suche.de/. Do get reliable offers you must be sure about your exact dates and route. Besides, there are tour companies which specialise in tours for unversity groups. I've had good experience with CTS tours: https://www.cts-reisen.de/ (the price level, however, is approx. 30% above a self organized tour). Good luck!
There is also a ruin of a Roman Fort/barracks in Aalen that is really cool! They have a muesum of items that the have uncovered from digs. It didnt take a ton of time to go through purchasing the audio tour was worth it. I think it was 3 euros. All of the signage was in German.

That museum will be closed during 2017 for restauration. But there are many alternatives from Trier down to Passau ...
The Saalburg is a prime stop for a tour like this. There are several other near-by stops to the Saalburg that follow the Limes and they have reconstructed guard towers and exhibits. You might want to include a stop in Mainz since this was a major fort. Here you will find the Isis Temple ruins and a large amphitheater.

You haven't mentioned Regensburg though, which ought to be included.
