We have dinner reservations at the Dachgarten Restaurant (Reichstag) for 20:30. Do these reservations let us arrive early/stay after to climb the dome or do I need separate tickets?

You should email the restaurant and ask, but several TripAdvisor reviews seem to indicate that you do get access to the dome. Make sure you allow enough time to go through security (bring your passport, it's airport style checkpoint). I'd highly recommend booking the "behind the scenes" tour of the building if it is available on your visit - super interesting and worth the time. You make online reservations here.
