Trier and the Mosel valley is a start.
The RTT office is located inside (or adjacent to) the Ramstein Inn. They offer some pretty good tours and day trips, departing from right in front of the Inn.

The Lorraine American Cemetery in St Avold France is really powerful. Over 10,000 graves of those killed in WWII. It is really well kept and really interesting.

If you are looking for WWI, then you could go to Verdun as well.
Luxembourg City is not too far away either.
I second Wiesbaden, Mainz, and Heidelburg.
Rüdesheim is a bit touristy, but I find it charming with it's narrow streets. It reminds me of something out of Harry Potter.

Look into some of the towns along the Deutsch Weinstraße, which is slightly to the east of Ramstein along the west bank of the Rhine.
Heidelberg makes a worthwhile and easy daytrip from Ramstein, especially if you will have a car... which I recommend. Germany has an excellent public transit network, but Ramstein is a little isolated on a peripheral spur line.
The Black Forest is a little further away, and not really worth the long daytrip. Most of the area around Ramstein (the Pfälzerwald) has similar scenery, if the mountains aren't quite so high.
Significant snowfall is unlikely in that area of Germany during November, although you can't rule out a light dusting that will quickly melt.
If you plan to rent a car you can always visit Landstuhl castle. It's a short drive from the Base.
