I see that currently it is about 14 Euro for a ticket from Baden Baden to Strasbourg, Fr. I'm going to be traveling about a week from now, and was wondering whether I can wait and buy this ticket the day of travel (as I'd prefer to have the departure time flexibility), for the same price, or will the price rise closer to the date of travel? I'm guessing that since this is a regional route it will not increase, but I'd like an expert's opinion.

For that regional train ticket the price will remain the same. No need to pre-purchase.
This isn't air travel. German Rail doesn't play games with fares, raising or lowering them as departure time approaches depending on demand. The price of this trip is set, the same price day after day, throughout the fare period. It might change at the end of the year, but not day-to-day.
Discounted fares never go down as departure time approaches. With advance purchase fares for long distance trains, tickets are "tiered", with a limited number of fares at each level being made available. The available fare will rise as departure time approaches as the lower tier priced tickets sell out, but only for that reason.

Starting in Germany, the fare for regional trains from Baden-Baden to Strasbourg, which run almost hourly, is €14,60, as long as you take the direct route, usually with a change in Appenweir. If you take a more roundabout route, which might leave at an off-time, the fare could be higher. Or, if you take a route with a long distance train, also a other times, the fare will be higher.
