She is in the Munich area but can works in the city.

Often, public libraries can be a good resource, having said that, I have no idea if they support services like Facetime, Zoom, etc

Main thing is speed. We both use the same website for chat, nothing like zoom. Once logged in, we both can see and text each other live.
But requires speed for the video.
I searched for internet cafes but it is hard to get information.

How about coffee shops like Starbucks - just be sure to wear ear buds, please, so as not to share your conversation with every one else.

Germany, unlike many places, does not have as much public wifi as other countries, although there are places you can find it. I don't know if it's fast enough for video chats but she could always try it and see. If she is a refugee, why doesn't she check with one of the refugee organizations? I am sure they have others who have the same need. Most of the free/low-cost SIMs refugees have been given also include data.

Yes, there are public places close to Munich Hbf. About 2-3 mins from the station are Schillerstrasse and Goethestrasse parallel to each other , where numerous small hotels as well as several internet cafes called "Call shops" are located.

I've used one to make international calls plus calling back home. Very convenient since my Pension is across from Munich Hbf. One of these Call Shops is at Schillerstrasse 18.
