I intend to visit Berlin in late May of 2023, and want an idea of how long it usually takes to process passengers from a flight arriving from the United States on average. I need to decide when I can attend an event in the city core and I already have an idea of the time required to get from the airport to there.
I will only have a carry-on with me for the flight, and probably a light one at that.

It depends. I went through in May of 2022 and didn't have any problem at all, but it was later in the evening. I'd say I made it through in 30 minutes or thereabouts. But that could change depending on the flight time, day of the week, and the luck of the draw. I would hope for 30-45 minutes but you never know.
We came thru BER in June at a time when the airport was pretty quiet. I do remember the baggage claim being slow bringing out some gate checked luggage that was supposed to have been given back to us out at the airplane.
From the time we landed until I got to our hotel by the train station was probably 2 hours. With carry on's, you should be able to cut that to 1.5 hours. Most everyone seems to ride the commuter train from the airport into the city--to the train station.
