These 3 places, takes 1 hours from each others by car. But need to travel from Munich in 3 hours by train.
Me and my husband don't have car license, therefore cannot rent a car.
Is there any travel agency can make a 3 day tour for us? How much is it? Will it be very expensive?

That's not exactly true. Please check driving times at viamichelin: Königssee to Garmisch is almost 3h, Garmisch to Schwangau is approx 1:15, Schwangau to Munich is approx. 2h.
It would impossible to visit those places in a single day. Realistically, you would need a car with driver for 3 days. I'd consider going to Garmisch and Neuschwanstein by train from Munich (1:15 and 2:25, resp.) and spending one night in Berchtesgaden.

The way you have mentioned above is the original route from many itinerary. I just wonder travelling from munich HB to and from the destination takes 6 hours is very time consuming.
Of course it is totally impossible to visit these 3 places on a single day. I want to estimate the price to hire a driver for a 3 days tour.
day 1 Starts at munich HB, to konigssee
day 2 from konigssee to Zugspitze
day 3 from Zugspitze to Neuschwanstein then we go back to munich HB by train.
Just wonder how much it is, is it very very expensive?

I'd write to a tour operator like LSM (http://limousines-service-munich.eu/) and ask for a tailor-made offer.
