4 of travelling to Cluj Romania from Canada, transferring at Munich.
We have 45 minutes between flights and would like to know if passport control is also in Terminal 2
We come in there and depart as well....
Is this going to be an issue?

Which airlines are actually operating the flight from Canada to Munich, and from Munich to Cluj-Napoca in Romania (presumably where you're actually headed)? Without knowing this, no one can tell you which terminals you will use.

We fly in with Lufthansa and go on to Cluj with them as well...
We know that we come into terminal 2 and depart from terminal two as well

According to Wikipedia, Romania is obliged to join Schengen, but not yet a member. If so, assuming your trip is all on one ticket, and any checked luggage is checked through to Romania, you will remain "air-side" in Munich and go through passport control when you arrive in Romania. If you're flying on separate tickets with luggage checked only to Munich (hopefully not), you will have to go through passport control (immigration) in Munich so you can go to the luggage room to retrieve your luggage, then check in for your Romanian flight and check your luggage, then go through passport control (emigration) and security. Then you will have to go through passport control in Romania.
