I have looked at the average temps for Germany in September and am still confused about what to pack. Sweaters? a Jacket? Anyone have any thoughts/experience with traveling in Germany in September, (bonus points for England and Wales as well).

It depends. 1) do you live in a warm or colder climate? 2) Are you normally a warm or cold person. I have been to both places in late September. A light jacket or none at all suits me fine. My wife needs a jacket (rain preferably) and/or a fleece jacket. Pack for layers and you should be fine. I will say the dampness of northern Scotland in September forced me to wear a raincoat at times.
I’ve traveled in all 3 areas in various Septembers. Germany was a heat wave year, lol.
My general packing strategy for Europe in the Fall is a waterproof outer layer, a long sleeve quarter zip drifit layer and then short sleeve shirts. I’ll take 1-2 pr long pants, 1-2 pr capris if it looks like it will still be hot.
I’ve taken a cardigan sweater on numerous past trips but they are a lot more bulky than the drifit layer. I’d not think you’d need a jacket except for your rain layer. I’m trying to go with the smallest volume and lowest weight clothes for my Fall trip as I’m actually carrying on my carry on, lol.
Are you going early or late Sept? Any mountain areas?
I'm currently packing for a late September trip to Munich and I always pack layers this time of year. If I do pack a sweater or jacket it is typically the lightest ones I have. This year I plan on taking a light packet with a light fleece that I can layer. I have a long sleeve undershirt if there is an extra cool night.

The last time I was in the UK was in late September and early October. I brought a lightweight raincoat (and needed it!) and also used layers to keep warm when the weather was dry, but still chilly. Layers are really your best best along with a waterproof or resistant jacket. That way you can add on or take off as needed.
I was in southern Germany (Munich, etc.) in mid-September and the weather stayed pretty warm. But I did bring a lightweight jacket just in case. I think I wore it once when I went to an outdoor beer garden.
It's hard to predict but we've been having a VERY warm and dry summer so far, and even in normal years, September often offers up dry and sunny weather. But rain is likely at some point in your trip, as are cool evenings, so you definitely need at least a light jacket, Otherwise I'd just monitor the weather forecast until the day before your trip and pack accordingly.
If I were packing for Germany in September and the forecast was still for warm days, I'd probably pack a jean jacket and a light to midweight scarf, and buy a cheap umbrella when I got there (because I prefer those to rain jackets if it's not terribly cold.)
England and Wales will almost always be colder and rainier than Germany in September but the weather is wacky now, so who knows?
