New Airline regulations/carry on luggage

I cannot answer about Condor/Luftansa but in shopping for new carry-on luggage and following discussions about size. I learned that for some European airlines it makes a difference to use the actual centimeter measurements and/or fractions of an inch rather than the sometimes rounded up or down inches measure. For example, I see that Luftansa limits are actually 21.6 inches (per google AI) rather than 21 inches.. If that is correct, then you will probably get by with 22 inches, and maybe your bag might actually be 21.6, but be sure to measure your bag, including wheels and handles because the stated dimensions are sometimes not exact.

I suspect you'll be fine with that. You're one inch long but two inches narrower. The gate personnel barely glanced at what people were carrying on for my May Condor flight. Is that hard sided luggage, with wheels? If so, you are more likely to get their attention than with a soft-sided bag or back pack. I traveled on a "zero" fare with only my personal item (15.7 x 11.8 x 5.9) which was soft-sided and slightly oversized, but no one blinked.

Your measurement, 21.6 x 15.7 x 5.9 in, is 55 x 40 x 15 cm, not 40 x 30 x 15 cm.

Never say never but I've yet to experience first-hand a gate agent with a measuring stick. Just sizing bins. Soft luggage, if not stuffed to bloated, with one or more measurements slightly in excess of the posted guidelines often squashes into the bin, and if it does it gets to ride in the cabin.

That said, on crowded flights my spouse has often been forced to check a wheeled bag despite it having met the guidelines for cabin luggage (although they did not charge to check the bag). Whereas thus far my RS back-door bag has always been allowed on board even though too large to fit completely under the seat.

Is the bag in question soft, hard-shelled, or soft with an internal frame?

I have not personally had a bag rejected by either airline. However, I have seen Lufthansa reject what appeared to be otherwise compliant roller bags because the personal item was too big to fit under the seat. So be mindful of that. Also be aware of weight limits. In Seattle I saw carry on bags being weighed at the ticket counter.
