All the tickets for Museum Island say that children "up to age 18" are free.
Our daughter is 18. Is she free or does this exclude her?

She is 18, so adult, and needs to pay.
The German formulation is "Kinder und Jugendliche bis zum vollendeten 18. Lebensjahr"; so I am sure on this because in Germany by law everyone is an adult when 18th birthday is celebrated.
If she is studying and has a student ID from a university she will get a 50% discount.
