We’re traveling with our 3 month old and our 2 year old to Munich this Dec. Is it possible to call a taxi that has two car seats? One for the infant and one for the 2 yo? Also, do the taxis have infant seats as an option or only toddler seats?

You should definitely call taxi companies now to find out if this is possible. In my experience you can not count on taxis to always have car seats. We needed one for a 2yo and the taxi in Munich showed up with a booster seat instead.
Alternatively, if your destination is possible to reach via public transportation I would vote for that instead.
