Flying into Munich for 3 nights then to Kitzbühel for 5 nights. What is the best way to get to Kitzbuhel from Munich. Would like to have a car in Austria for exploring and not many car rental agencies available there. Am I better off renting from Munich (location?) or taking train or bus to Kitzbuhel vs renting in Kitzbuhel? Staying near English Garden in Munich.

If you rent a car in Austria, you will not need to stop at the border and purchase an Austrian vignette. It will come with the car automatically.

My first question is are you flying out from Munich after your time in Austria?
I you hire a car in Germany it will be almost always very expensive to drop it off in Austria. The highway vignette is noting to worry about, you can buy them at any gas station near the border. see https://www.asfinag.at/toll/sales-outlets/ they are € 9.30 for ten days.
The big advantage when you hire in Munich is that you can use the car to travel to Kitzbühel. Otherwise use a train. prices start at €22 one way per person.

I used to ski Kitz and always took a bus down from around Nuremberg. Never needed a car, and I had my own.
