Does anyone have experience with LH rule of personal item size 30 by 40 by 10cm for 2nd carry on? Economy class of course.
10 cm is just less than 4 inches and a backpack is almost half that empty.
Information on the strictness of this rule or suggestions on what to use to comply?

A backpack is supposed to be your carryon and subject to a bigger size restriction. My personal item is my netbook in it's case with a mouse and spare battery and some papers. It's about 8½ x 11 x 3 (22cm x 28cm x 7.6 cm). I've never had anyone question it.
