We are flying to FRA and trying to find best way to get to the hotel Artotel
Looks like we can take DB Train (2+ hrs) to Cologne and then catch a bus.
Is this the best way or do they have Uber from FRA that are not too expensive?

Yes, its best way to go. It is only 1 hour from Frankfurt airport to Cologne Hbf with a high speed train, where you get a bus to the Schokoladenmuseum stop to walk to the Artotel. Maybe you will want to take a taxi from Cologne Hbf, but I think an Uber from Frankfurt Airport would be the exact opposite of "not too expensive". Small fortune maybe.
