Buy a brolly from a street vendor or shop if you need one at the time.
That is what we do.

I always travel with a small umbrella that fits in the pocket of my jacket.

I needed it yesterday.

We stayed at the Adina Hackescher Markt and the hotel had complimentary umbrellas for guests to use. Some of the apartments we rented slso had umbrellas to use.

It's hard to say. I think you should definitely consider bringing one or not bringing one depending on if you think you might need one.
