International Driving Permit for Germany?

I understand I need an IDP for Austria to travel through.

Can you tell me if Germany requires any special IDP or driving permits?

I don't know about Germany, you could google it if it's important. But if you need it for Austria, then just get one. It will be good in all foreign countries so if you do need it for Germany you'll have it; if you don't then no harm done because you do need it for Austria. You don't have to get one for each country.
