I will be in Germany for a week in April. Do I need an International Driving Permit for my car rental?
I find it very helpful when traveling in a country where I don't speak the language. It basically says in several languages that you have a valid driver's license in the state/country in which you live. I actually used mine one time when a road was blocked and a policeman was checking cars & licenses. I showed him both my US driver's license & the IDP and he sent me on my way. And, that was in Germany. Some car rental agencies require it. I've only had to show it twice I think, but I mainly use public transportation. I got mine at my AAA office.

Yes. The AAA should be able to take your photos, you don't need to bring in photos. When we rented two years ago in France, the car rental agency asked to see it. That's not Germany and you may not asked to show it, but it's really for if you encounter an officer who needs to see it, should the need arise.
There have been somewhat recent comments when some rental car companies have asked to see it. I’ve never had anybody ask to see it. When picking up the rental a passport and valid license are what was asked for.
An IDP is NOT a valid license. It simply shows which authorizations your license has in a number of languages.
