My trip to Berlin is not until Feb. 2016 and would like to visit the Reichstag building. Can anyone share how to make a reservation, or is it too early? Thanks.

Looks like you are about two months too early for February 2016.
I recommend the Tour in your language, the 45 minute tour is interesting, and after the tour you are released directly to go through the Dome at your own pace, without waiting in line.
Hi there!
It depends on what type of visit you are trying to book. We were able to book a tour (in English) 6 months out, but I noticed that tickets to visit the dome were only posted about 2 months out. We are headed there next week, so I can't comment on the different experiences yet, but I can't wait!
Have a great trip,
Ashlee
We returned from Germany three weeks ago. Are you asking about a visit to the dome? We arrived in Berlin on Monday 5/18 and I reserved our visit to the dome on line that day. They showed only Wednesday 5/20 and they only showed two times, lucky as we were leaving on 5/21. I guess Tuesday was all booked and it seems they try to fill the next available time slots before offering others. As you're going in February, likely with fewer tourists, if you want the dome visit you probably don't have to worry about reserving far in advance.
When we were in Berlin, we didn't know you had to book a reservation. The staff pointed to a kiosk across the street and had us go there, and we went during February. It wasn't crowded at all, so it wouldn't be a problem booking it there.
If you are into music, getting tickets to the Philharmonie will be harder!
Yes, visit the website Larry listed. Just wanted to say we took the guided tour of the building itself and booked our tour a couple of months in advance, as early as the website allowed. The English speaking tours for the actual building can fill up pretty quick. You must do it ahead of time also because they run some type of security screen and you must bring your passport and ticket when you arrive for this tour which has different lines (much shorter) than the ones for just climbing the dome. We were really glad we took the time to get the tickets for the tour. It was so interesting - very worthwhile in our opinion. And, as others have said, you still get to walk up the dome afterwards without waiting in any lines. Good luck and enjoy. Berlin was really a great visit for us, lots to see and do and learn about, super great people and don't miss the beautiful beer gardens! :0)
