We will be in Paasau for 3 nights before a Viking cruise. And suggestions for a hotel? Any must do activities? Thanks!

I think that three nights would be a long time to spend in Passau.
From where are you coming? If from Munich I would recommend spending more time there. Or Regensburg, or Nürnberg. If you are travelling by train, Burghausen isn't too far from Passau via Mühldorf.
In 2008, on my way from Nürnberg to Burghausen via Passau, I spent the night here, in Vilshofen. It's a little different, a stop for bicyclists on the Danube trail, but nice. Close to the train station and very economical.

I liked the Hotel Residenz in Passau.
For me, a visit to the Pilgrimage Church 'Mariahilf' is a must, including climbing the many stairs. Otherwise, just walking through Passau is a pleasure. https://tourism.passau.de/discover-passau/
