If I'm arriving at the Hamburg Hauptbahnhof, and plan to go to the Kunsthalle and take some type of harbor tour, should I book a hotel to the east of the station, or to the west?

I suggest booking a hotel across the street from the Hbf. Use the Kirchenallee exit. That's where I stay normally in Hamburg...convenient, satisfactory, nice. and decent price for a single.
