Halloween and All Saints Day

Are these two days official holidays in northern Germany (Hamburg and Berlin)? Are schools or businesses closed?

I checked the official website for both Hamburg and Berlin holidays and school vacations in 2016. The last holiday before Christmas is October 3 (Tag der Deutschen Einheit - celebrating reunification.). Berlin kids get the 23rd December off, as well as the week after Christmas but Hamburgers don't. The 26th of December is an official holiday all over Germany.

Allerheiligen is a "silent" public holiday in Baden-Württemberg, Bayern, Nordrhein-Westfalen, Rheinland-Pfalz, Saarland. In the other states, not. (Silent means: no dancing, rock concerts etc.) Halloween isn't a holiday in Germany.
